AN INTER-AGENCY mining industry council will put in place a “clearer” fiscal regime that will give incentives for responsible mining activities in the Philippines, while penalising law breakers. The announcement from the council comes hot on the heels of President Rodrigo Duterte’s vow to “tax to death” the industry.
